Cops: Woman Threatens to Kill Boyfriend with Knife, Scissors
Concord Police arrested Joeline Horton last week on assault, trespass, threatening, restraint, drug, and breach charges in the South End.

A local woman was arrested last week on an array of charges after police were sent to Fayette Street for a man hiding in a bathroom during a domestic disturbance.
Joeline J. Horton, 28, of North Emperor Drive in Concord, was arrested at 12:48 p.m. on Jan. 3, 2016, and charged with criminal threatening, domestic violence-criminal threatening, domestic violence-criminal restraint, and criminal restraint, all felonies, and criminal trespass, possession of controlled drugs, and default or breach of bail conditions. She was also arrested at 12:21 a.m. on Dec. 9, 2015, for driving after revocation or suspension, disobeying an officer, and default or breach of bail conditions.

Last week, according to a court affidavit, officers were sent to Fayette Street for a domestic disturbance.
When they arrived, they spoke with a man who was standing at the bottom of the stairs of the apartment and alleged that his girlfriend, Horton, had been assaulting and threatening him since the evening before.

“(The victim) was shaking and appeared upset,” the reporting officer stated. “He said that she had been chasing him around all night with a knife and threatened him (and) that if he left or called the police, she was going to kill him.”
The incident started around 11 p.m. on Jan. 2, 2016, and ended around 1 a.m. when they went to bed, he reported.
In the morning, he said he asked her to leave and Horton allegedly became angry and wouldn’t. She allegedly started throwing things around the apartment. Horton allegedly grabbed a pair of scissors and held them up about shoulder height with the blades facing at him, according to the report. The man stated that he hid in the bathroom because he was scared.
Police search the building and found Horton allegedly hiding in the basement. She allegedly had an 8-inch knife in her purse. When asked about the knife, she reportedly stated that she slept with it for protection.
“When asked to elaborate, Horton would only say that (the man) was acting crazy but could give no specifics.
Dispatch advised that Horton had a no trespass letter on file since September by the landlord and she was arrested.
At headquarters, the reporting officer found out that Horton was out on bail so the breach charge was added. During an inventory search, officers allegedly found a smoking pipe with marijuana residue and a baggie of marijuana.
Horton was held on $15,000 cash bail.
In the December incident, at just after midnight, a different officer reportedly saw a Dodge pickup truck on Water Street come close to touching a white line and then, move back into the lane. The officer thought that the driver might be under the influence, so he followed the vehicle and pulled it over on Manchester Street.
The driver allegedly gave a false name, according to the report, and stated she didn’t have a license. She stated she had left it at apartment on Fayette Street. The officer checked the plate number and found that there was a protection order against Horton from Oct. 1, 2015, to not be within 300 feet of the owner of the vehicle.
The driver didn’t look like she was in her 50s – the age of the name she gave – so he ran Joeline’s name through the system, found a booking photo from October, and alleged that it looked just like the driver. Horton also had a suspended license from April 2015, for failure to pay court fees.
The officer returned to the pickup truck and asked Horton to step out of the vehicle. She allegedly argued with the officer but later, stepped out, called the situation “ridiculous,” and denied she was Horton, according to the report. The officer then asked the passenger if it was Horton and the passenger replied, “You guys aren’t stupid. That’s all I’m saying.”
The officer double-checked the protective order, found it was still active, and arrested Horton.
During the last few years, Horton has been arrested a number of times. Along with the incidents in Concord last year, she was also arrested for receiving stolen property and assault in Wilton last year, driving after revocation or suspension, suspended registration, and possession of controlled/narcotic drugs in Raymond in 2014, on a bench warrant in Hampton in 2013, and 2008 on a warrant when she was living in Somersworth.
