Couple From Massachusetts Plead Guilty To Voter Fraud In Concord

CONCORD, NH — Two former Concord residents who own rental property in the city but live out of state pleaded guilty to wrongful voting charges on Thursday.

Joshua Urovitch, 56, and Lisa Urovitch, 54, of Ashland, Massachusetts, pleaded guilty to a single misdemeanor count each of voter fraud. They received a 12-month sentence each, suspended for two years pending good behavior, and fined $2,480 each. Initially, they were charged with three felony counts of voter fraud for casting ballots in the November 2020 general election, November 2022 Concord Board of Education, and November 2022 general election. One charge was converted to a misdemeanor, and two other felonies were nolle prossed as part of the plea deal.

Michael Garrity, the director of communications for the New Hampshire Department of Justice, said the couple own rental property in Concord, specifically Pine Street, according to the city’s online assessing information, and cast ballots from that address while living out of state. During the two election cycles, he noted, the couple never lived at the home. The city’s database listed Lisa Urovitch as the home owner with an “owner address” of Arrowhead Circle in Ashland, MA. She purchased the home in October 2007.

Lisa Urovitch was registered as a Democrat when she voted in Concord, according to the Concord City Clerk’s Office, while Joshua Urovitch was registered as “undeclared.” According to the Ashland MA town clerk’s office, both were registered as “unenrolled” but chose Democrat ballots voted in the state primary in September 2024. They also voted in the general election that year in Ashland, MA.

Joshua Urovitch and Lisa Urovitch have also lost their right to vote in New Hampshire, Garrity said.

According to online data, Lisa Urovitch was a congressional staffer for former U.S. Rep. Paul Hodes, D-NH, between March 2007 and January 2011, when he was the Representative to Congress for the Second Congressional District.
