Barrington Woman Indicted On 4th Drunken Driving Charge: County Superior Court Roundup
NY man indicted on Concord drug dealing charges; Pittsfield man indicted on stolen motorcycle charge; Tilton woman indicted for forgery.

CONCORD, NH — A Merrimack County grand jury indicted the following people recently.
Philip G. Carter, 42, of Joy Street in Pittsfield, on a felony theft by unauthorized taking charge. He was accused of stealing a 2018 Honda motorcycle, valued at $8,000, on June 30 in Pittsfield.
Angela Carter, 47, of School Street in Tilton, on a felony forgery charge. She was accused of uttering a check from the Northway Bank account of JP Carter Electric LLC purported to be authorized by another person on June 3 in Northfield.

Brady R. Cloutier, 18, of Knowles Pond Road in Northfield, on a felony robbery charge. He was accused of using physical force against a person during a theft in Franklin on June 6.
Julie Clark, 21, of Lake Avenue in Manchester, on a felony criminal mischief charge. He was accused of damaging a 2019 Subaru Legacy, causing more than $1,500 on Oct. 26, 2023, in Dunbarton.

Keith D. Covel, 22, of Crescent Street in Pittsfield, on second-degree assault and reckless conduct with a deadly weapon charges, both felonies. He was accused of firing a gun at another person on July 15 in Pittsfield.
Joseph T. Somerset, 29, of Mammoth Road in Hooksett, on second-degree assault-domestic violence and second-degree assault charges, both felonies. He was accused of strangling an intimate partner on June 28 in Hooksett.
Joel Soto Sanchez, 25, of Villa Avenue in the Bronx, New York, on conspiracy to sell fentanyl and sale of fentanyl charges, both felonies. He was accused of possessing drugs to sell between March 1 and June 20 in Concord and on May 7 in Concord. Sanchez agreed with Hilda Arias and-or Yunior Elliandri Perez Herrera and others known or unknown to sell 150 grams of fentanyl and an ounce of methamphetamine at the T-Bones parking lot in Concord and Home Depot parking lot in Tilton, according to the indictment.
Todd E. Spataro, 57, a homeless man now located in Concord, on acts prohibited-possession of a controlled drug-subsequent-psilocin, two acts prohibited-possession of a narcotic drug-subsequent-cocaine and fentanyl, and two falsifying physical evidence charges, all felonies. He was accused of possessing the drugs on Feb. 3 in Concord. Spataro was also accused of removing the body of Anthony Meunier from an Airport Road home and burying it in the yard to impair an investigation and throwing away his cell phone between Feb. 17 and June 1. James G. Tanguay Jr., 25, of Hall Street in Manchester, on a felony possession of a controlled drug-marijuana with intent to dispense-subsequent charge on April 9 in Dunbarton.
Joshua Urovitch, 56, and Lisa Urovitch, 54, both of Arrowhead Circle in Ashland, Massachusetts, on three felony wrongful voting charges each. They were accused of voting on Nov. 3, 2000, in the general election, Nov. 8, 2022, in the midterm election, and Nov. 8, 2022, in the school board election in Concord while not being domiciled in Concord. Jennifer De Lellis Voege, 62, of Heron Way in Barrington, on a felony count of driving-operating under the influence of drugs-liquor-fourth offense. She was accused of driving drunk on Allison Street in Concord on April 23. Previously, Voege was found guilty of DUI in May 2017 in Rochester District Court, December 2015 in Windham VT County District Court, and OUI in Holyoke, MA, in December 2014.
Derek Winter, 44, of Lake Avenue in Manchester, on a felony operating while being certified as a habitual offender charge. He was accused of driving on North State Street in Concord on June 21 after being deemed a habitual offender in August 2011 by the NH DMV.
