Felon Fails To Appear For Violations, Court Hearings: U.S. Marshals
Joseph William Meserve was convicted on strangulation, assault charges in 2019; he is wanted on drug, assault charges, probation violation.

CONCORD, NH — The U.S. Marshals-New Hampshire Joint Fugitive Task Force is searching for an “assaultive” felon with “violent tendencies” who has outstanding warrants for parole violations and nonappearance in court.
Joseph William Meserve is 27, about 6 feet, 1 inch tall, and weighs around 180 pounds. He has hazel eyes and brown hair. Jeffrey White, a deputy marshal, said Meserve has a noticeable scar on his forehead and scars on his right wrist and left hip. He also has tattoos on his left front arm and left arm. Originally from Massachusetts, Meserve has no known aliases.
“Meserve is wanted on multiple outstanding arrest warrants including state of New Hampshire parole violations on an original second-degree assault conviction, a Merrimack County warrant for failing to appear on a narcotics charge, and a Strafford County warrant for failing to appear on an assault charge,” White said. “Meserve has an extensive criminal history involving violence, narcotics, and resisting arrest. Meserve was last known to have resided in Concord, but his current whereabouts are unknown.”

Superior court records show Meserve to be a felon after being convicted on felony second-degree assault-strangulation as well as simple assault, obstruction, and resisting arrest or detention charges two years ago after an incident in Newmarket in December 2018. In March, he was arrested on four felony controlled act; acts prohibited charges after an incident in Concord. Meserve failed to appear at an arraignment on April 7 and a warrant was issued for his arrest. On Tuesday, a grand jury indicted him on fentanyl and methamphetamine charges.
