Felon From Hill Faces Deadly Weapon, Drug, Felony Habitual Offender, And Other Charges

CONCORD, NH — A felon from Hill is scheduled to be arraigned in Merrimack County Superior Court on Monday after being accused of fleeing from New Hampshire State Police after being clocked driving more than 30 mph over the speed limit on Saturday.

Around 4:15 p.m., a trooper eyeing traffic on Route 3A in Hill reported a 1985 Chevrolet pickup truck sped by them at 82 mph. The area of the highway being monitored had a posted 50 mph speed limit. The trooper attempted to stop the truck, Amber Lagace, a public information officer for state police, said, but the vehicle fled.

“The vehicle stopped in the roadway, in front of the trooper, did a ‘burnout’ across the width of the roadway, and then accelerated away from the trooper,” she said. “The trooper continued behind the truck with their emergency lights and siren activated, and the vehicle refused to stop.”

The chase went through “multiple roads” in the town and only stopped when the driver, John Carter, 36, of Hill, “drove into a snowbank on Old Town Road,” Lagace said.

Carter was then accused of fleeing the scene but was arrested a short time later. He was charged with operating after certification as a habitual offender, reckless conduct with a deadly weapon, deal-possession of prescription drugs, resisting arrest or detention, reckless operation, disobeying an officer, and unregistered motor vehicle. Carter was held without bail and will be arraigned in superior court at 1 p.m. on Monday.

A passenger was also detained, Lagace said. It was unknown if he was charged and his name was not released.

Carter, according to superior court records, is a felon due to habitual offender and acts prohibited; controlled drug act convictions in May 2010 after a driving under the influence incident in Hill in July 2009. In July 2021, he was accused of drug possession and receiving stolen property in Franklin and drug possession, controlled premises, driving after revocation or suspension, misuse of plates, and displaying false inspection-registration sticker charges in October 2021. In July 2022, he pleaded guilty to the stolen property, revocation, and controlled premises charges while the others were dropped.

Carter also has a violation of probation or parole charge out of Haverhill from December 2022 that is active in superior court after he pleaded guilty to reckless conduct-deadly weapon, revocation, resisting arrest, disobeying an officer, unregistered vehicle, and misuse of plates charges out of Bristol from May 2022. He has a hearing scheduled for April 20.
