Felon Steals Detective’s Drug Cash During Undercover Buy: Report

Dwan Anderson allegedly split from a cooperating witness with the police department's heroin buy funds – and rented a motel room instead.

CONCORD, NH — A local felon with a number of previous incidents was arrested last month on a theft charge after he allegedly agreed to participate in a heroin buy and then, split with the cash. Dwan Anderson, 30, a homeless man now located in Concord, was arrested on Dec. 21, 2017, on theft by unauthorized taking, a felon in possession of a dangerous weapon charge, and two counts of possession of controlled drugs charges. According to a court affidavit, two Concord Police detectives were reportedly working with a cooperating individual to line up a heroin buy from Anderson in mid-November of last year.

The detectives met with the cooperating individual at a predetermined location and then, reportedly drove to North Main Street to meet with Anderson near the clock tower. During the drive along Loudon Road, one of the detectives reportedly handed over “prerecorded buy funds” to be used during the alleged deal. The cooperating individual then got out of the vehicle on Loudon Road and walked south toward the clock tower, according to the report, while other officers surveilled the buy, according to the affidavit.

The cooperating individual and Anderson reportedly walked together into Eagle Square where Anderson allegedly asked for the money. The individual reportedly handed the money to him and then he was told to wait at the clock tower while “he met with his source to purchase the heroin.” Anderson allegedly walked south on North Main Street while the cooperating individual waited.

Police followed Anderson as he walked south and then, west on Warren Street where police alleged that he met with a woman – Reanna Moran, 27 – just off the intersection of the North State and Warren streets.

“Around the time Anderson met with Moran, (the cooperating individual) received a text from Anderson claiming he was ‘set up,’” a detective alleged.

The detectives met up with the cooperating individual and “confirmed that Anderson had claimed to have been set up and since then, claimed to be in Concord police custody.” However, the detectives confirmed from the surveillance team that Anderson was allegedly still on foot on Warren Street.

The cooperating individual called Anderson and a woman answered the phone. The woman was reportedly confirmed to be Moran by the surveillance team, the affidavit alleged.

“During this conversation, I could hear a male’s voice in the background of the call who was speaking with Moran while Moran spoke with (the cooperating individual)," the affidavit alleged. "Moran claimed she had been with Anderson when he had been arrested by the police. Moran also claimed Anderson gave her his phone and stated she was standing in front of the police department where Anderson was being held during this conversation."

Surveillance, however, alleged that Moran was with Anderson and neither were in contact with police.

Later that day, the detective spoke with a sergeant who had been in touch with the manager of the Lun Hing Motel on Fisherville Road. She stated that Anderson reportedly rented a room with a woman identified as “Reanna.” The sergeant asked to examine the motel’s money and allegedly recovered two $20 bills that had prerecorded serial numbers from the attempted drug buy earlier in the day, the affidavit alleged.

An affidavit was put together on Dec. 14, and Anderson was arrested a week later. Moran – who listed an address of Farnham Street in Lowell, MA, as well as Maplewood Lane in Concord – was arrested on a warrant on Dec. 30.

Prior Charges

Anderson, in the past, has been described as a “violent convict,” after being convicted of kidnapping in Hillsborough County Superior Court after an incident in Manchester in 2006. Originally from the Roxbury neighborhood of Boston, he was out on parole in October 2014, after police found out that he was with his child's mother when she reportedly purchased a Glock handgun from Pepper Defense Supply in Penacook. In July 2015, he was arrested on felon in possession of a dangerous weapons and falsifying physical evidence charges. He was arrested again in October 2015, on four felony counts of tampering with witnesses and informants after allegedly threatening a Backpage escort. Anderson has also been arrested on warrants and for driving after revocation or suspension.

Moran was arrested in Bow in May 2015, on operating after suspension, possession of controlled narcotics, and possession with intent to distribute charges after a traffic stop in that community.
