Concord Police Log: Homeless Panhandlers Charged
Plus, teen busted on drug charges; man summoned for littering; man charged with DWI after damaging fence.

Camden W. Moore, 22, of South Main Street in Concord, was arrested at 12:40 a.m. on Dec. 4, 2014, for possession of drugs, possession of controlled drugs, driving after revocation or suspension, and suspended registration. Moore was arrested after allegedly making an illegal U-turn at the intersection of Pleasant and South State streets. He was stopped on Thorndike Street and allegedly smelled like alcohol. Moore allegedly admitted to having drinks at Penuche’s in Bicentennial Square and was arrested. Police allegedly found a bag of marijuana in the center console of the Toyota Tacoma.
Robert Medina-Rodriguez, 31, of Washington Street in Concord, received a summons at 11:45 a.m. on Dec. 4, for the passing of items to or from the occupant of a motor vehicle. He was allegedly stepping into the road while panhandling on Fort Eddy Road.
Ryan A. Dubois, 17, of North Road in Deerfield, was arrested at 12:51 p.m. on Dec. 3, on possession of controlled drugs and possession or use of tobacco products by minors outside of Concord High School on Warren Street. He was allegedly in possession of a baggie of marijuana, a glass pipe with marijuana residue, and Marlboros at the Irving gas station on Pleasant Street.

Matthew Robert Warriner, 24, of Pierce Street in Concord, was arrested at 2:24 p.m. on Dec. 3, for two counts of possession of controlled drugs, one a felony, from Oct. 28, 2014, on Pierce Street.
Kevin T. Wheeler, 27, of Loudon Ridge Road in Loudon, was arrested at 9:25 a.m. on Dec. 3, on felony habitual offender and a warrant outside the Walmart on Loudon Road. The warrant was for nonappearance in Merrimack Superior Court on Nov. 25.

Dwan Anderson, 26, a homeless man now located in Concord, and Hayley L. Gadwah, were arrested at 8:04 p.m. on Dec. 2, on a warrant. A sergeant was following around a vehicle with Connecticut plates with two people with active warrants and asked for backup. Anderson allegedly told officers his name was “Corey Johnson.”
Kevin Michael Kelly, 47, a homeless man now located in Concord, received a summons at 1:40 p.m. on Dec. 2, for passing items to or from the occupant of a motor vehicle after panhandling on Fort Eddy Road.
Kathleen A. Pelland, 53, of Runnells Road in Concord, was arrested at 10:13 a.m. on Dec. 2, on a conduct after an accident charge from Sept. 25, 2014, outside of Supercuts on Fort Eddy Road.
April A. Gardner, 26, of Liberty Street in Concord, was arrested at 11:49 a.m. on Dec. 1, on felony possession of controlled drugs and three possession of prescription drugs without a prescription charges. Police were called to the Comfort Inn on Hall Street for a report of a person who had overdosed. One of the three people in the room was Gardner who had an active warrant from Dec. 13, 2013.
Khristy Lee Royea, 37, of Thompson Street in Concord, was arrested at 10:49 p.m. on Nov. 29, on a bench warrant. An officer was on Thompson Street for another matter when Royea requested assisted with a parking matter at her residence. About an hour later, the officer checked to see if Royea had a warrant and she did, on Jan. 3, 2014, for theft by unauthorized taking out of Milford District Court.
Christine G. Mulcahy, 33, of Fayette Street in Concord, was arrested at 12:05 a.m. on Nov. 29, on a bench warrant. She was arrested while walking on South State Street with an open container of Twisted Tea. The warrant was for nonpayment of a fine on a DWI charge from April 25, 2012, out of Concord District Court, $250 cash to settle.
Crystal Ellison, 44, of Rumford Street in Concord, was arrested at 2:28 p.m. on Nov. 24, for disorderly conduct, criminal trespass, and criminal threatening for allegedly throwing chairs at the food pantry at St. Paul’s Church after another woman reportedly started a fight with her. She allegedly admitted to throwing the chairs and refused to leave.
John Stephen Lemieux, 49, of Fisherville Road in Concord, was arrested at 9:59 p.m. on Nov. 23, for violation of protective order. He allegedly was on Jackson Street outside of where is wife was staying.
Michael J. Buckley, 60, of North Spring Street, was arrested at 1:30 p.m. on Nov. 23, and charged with driving while intoxicated, driver after revocation or suspension, and suspended registration. Police were called to Clinton Street and South Spring streets for a suspicious driver report where a car hit a curb and fence causing damage. The witness followed the vehicle and Buckley was arrested.
Christopher Lee Goodman, 40, of Jennings Drive in Concord, was arrested at 10:45 a.m. on Nov. 23, on a violation of a protective order; penalty charge. A woman alleged that a man called her and requested “a second chance” even though there was an active restraining order against him.
Richard A. Tibbetts, 60, on Manchester Street in Concord, received a summons at 11:15 a.m. on Nov. 19, for littering – unlawful activities. Diane Normand, 60, of Manchester Street in Concord, received a summons at 11:32 a.m. on Nov. 19, criminal liability for the conduct of another. The charges were connected to an incident at the waste water treatment plant on Hall Street.
