Fentanyl Dealer, With ‘Violent Tendencies,’ Wanted By NH Corrections

CONCORD, NH — The New Hampshire Department of Corrections is asking for the public’s help finding a fentanyl dealer, accused of having “violent tendencies,” who is wanted on probation and parole violations and has not been seen in around two years.

Samuel Jeff Warren is 35, white, about 5 feet, 11 inches tall, and weighs 190 pounds. He has blue eyes and brown hair. Warren has a skull tattoo with a tribal symbol on his right upper arm and a scar on his right hand.

Corrections investigators said Warren was wanted on a probation warrant issued in October 2021 and a parole warrant issued in January 2022. Both are connected to drug convictions from 2019. He was paroled in July 2021 and entered Strafford County Drug Court.

“Warren has ties to both the Farmington and Rochester areas,” investigators said in an alert.

Investigators have issued a “violent tendencies” warning on Warren due to past criminal convictions and accusations, including theft, burglary, resisting, and domestic violence. He is no stranger to statewide investigators since he was featured as a U.S. Marshals’ Fugitive of the Week in October 2019 and November 2021. On both occasions, he was captured days after notices were posted.

According to superior court records, Warren’s criminal history dates back at least 17 years after being accused of and pleading to felony receiving stolen property out of Kingston, felony burglary out of Rochester, and felony receiving stolen property in Strafford in 2006 as well as conduct after an accident, criminal mischief, driving after revocation or suspension, and reckless operation out of Kingston and felony bail jumping out of Brentwood in 2007.

Two felon in possession of a dangerous weapon charges in Rochester in 2008 were dropped after motions to suppress evidence.

Warren was arrested on sale of controlled-narcotic drug, acts prohibited, and two controlled drug-sale charges in Somersworth in June 2019. In February 2020, he pleaded guilty to the acts prohibited and sale of controlled-narcotic drug charges. A drug court warrant was issued against Warren in October 2021. After hearings, another warrant was issued against him in December 2021.
