Task Force Finds Fugitive; Assists With Rape, Abuse Image Arrest

Tips led U.S. Marshals to find Samuel Jeff Warren in Somersworth; members also helped Merrimack police arrest David Carkin of Gilmanton.

CONCORD, NH — It was a two-for-one day on Tuesday for the New Hampshire Joint Fugitive Task Force after finding last week’s fugitive of the week and assisting police with capturing a suspect in a felonious sexual assault and child sex abuse possession case.

After receiving “multiple tips” from the public, the U.S. Marshals Service and Somersworth police were able to track down Samuel Jeff Warren, 34, to an apartment on Franklin Street, according to Jeffrey White, a deputy marshal. He was wanted on a bail violation after being charged with possession with intent to distribute fentanyl.

“There was a lot of information indicating that Mr. Warren was in the residence and was possibly armed,” he said.

However, a resident denied Warren was in the apartment. Somersworth police obtained a search warrant for the residence and the Strafford County Regional Tactical Operations Unit (SWAT team) was activated.

“After a period of time, contact was established with Mr. Warren and he voluntarily exited the residence and was arrested without further incident,” White said.

Warren was processed by police, taken to the Strafford County Jail, and was expected to be arraigned on Wednesday.

Merrimack Sexual Assault, Computer Case

Also on Tuesday, task force members assisted Merrimack police in capturing a suspect out of Gilmanton who was wanted on felony charges.

Police were looking to arrest David Carkin, 25, of Gilmanton on felonious sexual assault, possession of child sexual abuse images, manufacture of child sexual abuse images, use of computer services-prohibited, indecent exposure, and criminal threatening charges.

“Information at the residence indicated that Carkin was not at home but at work at a store in Epping,” white said. “Members of the task force responded to Epping where Mr. Carkin was ultimately located and arrested without incident.”

Merrimack police processed Carkin. He is being held at the Hillsborough County Jail. White said he was expected to be arraigned on Wednesday.
