Florida Felon Faces More Charges In New Hampshire, Massachusetts

Kelvin Lewis faces stolen car charges in Concord, NH, and Tewksbury, MA, as well as a stabbing case in Nashua, and charges in Rhode Island.

CONCORD, NH — A felon from Florida, who was Tased and arrested after an incident in Concord in October 2022, and arrested on stolen vehicle charges in Rhode Island in November 2022, now faces more charges in New Hampshire and Massachusetts.

Kelvin Bernard Lewis, 32, with a last known address of Cottage Street in Everett, MA, was arrested on Dec. 31, 2022, on a felony receiving stolen property-$1,501+ charge after an incident on Oct. 23, 2022. He also faces charges in Tewksbury, MA.

Around 1 a.m. that morning, an officer patroling Stickney Avenue for drug and theft activity when they saw a man with pajama bottoms standing between two vehicles in the parking lot. The man was next to a heavy-set woman and they had bags and belongings scattered around on the ground.

The officer drove over to the area and as they did, the woman quickly walked away.

The officer spoke to the man, later identified as Lewis, and asked what he was doing. Lewis said he was gathering some of his items, a report stated. When asked why the woman walked away so quickly, Lewis said he did not know, the officer wrote. When asked if she might have active warrants, he said, “maybe,” the report stated.

The officer accused Lewis of pacing around nervously and reaching for his bags. He was asked to stop, was asked more questions, and then bolted from the area, the officer stated.

Other officers arrived and set up a perimeter and, after about 15 or 20 minutes, captured Lewis after Tasing him.

During questioning, Lewis “could not remember” which vehicle he was in but said he and the woman “were using hallucinogenic mushrooms and cocaine in a car right next to where his bags in the parking lot,” an affidavit said. When asked if any drugs were left, Lewis said he did not think so, noting he and the woman who fled the area had used them all, a report stated.

Later, another officer ran the plates of the two vehicles Lewis was standing next to — a Mitsubishi with Vermont plates and a Subaru with New Hampshire plates and found the Subaru was stolen out of Boston, MA. In one bag, a key to the Subaru was found.

A few days later, a detective from Boston said the Tewksbury MA Police Department sent out an alert on Oct. 22, 2022, claiming a pedestrian was struck in the parking lot of the Walmart by the Subaru. The report said a woman stole about $459 worth of merchandise from the store before fleeing.

The vehicle had been stolen out of Boston around 7:30 a.m. that morning. Surveillance footage “strongly resembled” Lewis, the officer wrote.

On Oct. 29, 2022, the Concord officer received a report from Tewksbury police and spoke with a sergeant — who positively identified as Lewis as the driver of the stolen Subaru and Melanie Diperna, 23, of Garden Street in Northfield as a passenger in the vehicle and the woman involved with the Walmart theft incident, an affidavit stated.

Tewksbury police, the officer wrote, had drafted an arrest warrant against Lewis, too. Charges may also be pending out of Boston.

Stabbing In Nashua

On Nov. 2, 2022, police in Nashua were called to a report of an assault in the area of Pine and West Hollis streets.

At the scene, officers found a woman who was stabbed. The woman, according to Lt. Joshua Albert of the Nashua Police Department, was known to the suspect. After the stabbing, the suspect fled the area, police said.

The woman was taken to the hospital and then to a Boston hospital for more treatment.

Lewis was identified as a suspect and given an “armed and dangerous” warning.

Rhode Island Incident

Lewis And Diperna were accused of driving in a stolen motor vehicle when they crashed on the Interstate sometime before 1:15 p.m. on Nov. 4, 2022, in Hopkinton, RI, according to state police.

After a crash, Lewis was charged with fugitive from justice out of New Hampshire for first-degree assault as well as possession of a stolen vehicle, two counts of simple assault, assault with intent to commit specified felonies, attempted robbery-carjacking, breaking and entering of a dwelling when residents on premises, and obstruction of an officer in the execution of duty.

Diperna was also charged with a fugitive from justice warrant issued out of Hillsborough County Superior Court for failure to appear on receiving stolen property, dealing in or possessing prescription drugs, possession of fentanyl, and possession of buprenorphine charges. She was also charged with possession of a stolen vehicle, breaking and entering of a dwelling when residents were on the premises, and obstruction of an officer in the execution of duty.

Lewis and Diperna were taken from the Hope Valley state police barracks, processed and arraigned, and taken to the Adult Correctional Institute Intake Center.

Charges In Florida

According to online reports, Lewis, a felon, was arrested in Fruitland Park, FL, in October 2017, after being accused of waving a .22 caliber pistol at his girlfriend during an argument.

After the argument, he put the weapon in his waistband, and the gun fired into his right calf, the report said. Lewis, at first, attempted to treat himself but later called 911 for assistance, according to the report. He was also accused of telling the woman to tell police that someone else shot him. Police, however, did not buy the story after finding an extra magazine for the gun with Lewis' belongings after he was taken to Ocala Regional Medical Center for treatment, the report said.

Lewis was required to stay away from the victim due to a 2004 injunction after being charged with aggravated assault with a firearm with intent to kill, possession of firearm ammunition by a convicted felon, and violation of a domestic violence injunction, a report stated.
