Franklin Fugitive Faces More Charges in Concord
Police charged Ryan Brouillard with resisting and a gun charge after an incident on Manchester Street in December 2016.

CONCORD, NH — An armed and dangerous fugitive from Franklin, who allegedly shot his gun at cops in that city, and then, was caught holed up in a manufactured home on Manchester Street in Concord in late December 2016, is facing more charges, according to police. Ryan Brouillard, 33, of West Bow Street in Franklin, was arrested on Feb. 21, 2017, and charged with felon in possession of a dangerous weapon, a felony, and resisting arrest or detention.

According to a court affidavit, the Central New Hampshire Special Operations Unit served a search warrant at a manufactured home on Manchester Street at around 1 a.m. on Dec. 30, 2016. During the process of serving the warrant, the residents of the home – a couple and two children – left but Brouillard allegedly stayed inside, armed with a handgun, according to an affidavit.

“Mr. Brouillard refused to exit the trailer and a stand-off that lasted for several hours ensued,” the reporting detective stated in the affidavit. “Negotiators spoke with Mr. Brouillard and he made statements about shooting the officer sand shooting himself during the stand-off.”
The SOU team deployed dozens of canisters of OC and CS gas into the residence, attempting to have Brouillard surrender, but he allegedly barricaded himself in a bathroom for several hours, stuffing wet towels by the door to shield himself from the gas. Eventually, he surrendered.

At the time of the arrest, police allegedly found a loaded handgun in the bathroom, according to the report. At the time of the arrest, Brouillard was a convicted felon – he was found guilty of felony reckless conduct from July 2005, after a drunken motor vehicle pursuit in 2004 through Epping, Northwood, Chichester, and Concord, that ended in Northfield, after he rammed into an occupied police cruiser, according to an Associated Press story in the Concord Monitor, in a story archived on PoliceOne.com – and could not legally possess a firearm, so the charge was filed against him.
