Manchester Stalker, With ‘Violent Tendencies,’ Wanted By NH Corrections Department

CONCORD, NH — The New Hampshire Department of Corrections is asking for the public’s help finding a fugitive convicted for stalking and domestic violence, with more charges issued by Manchester police.

Xavier Rithy Koeut is 27, Asian, about 6 feet tall, and 190 pounds. He has brown eyes and black hair. According to investigators, he sometimes uses the alias “Xavier Darkheart.” Koeut has tattoos on his right forearm and outer right bicep.

Koeut, investigators said, had “a history of violent tendencies” and was released on parole after being convicted on stalking and domestic violence-second offense charges.

“His parole warrant is for failing to complete batterers intervention programs, failing to report to parole, and absconding from parole in April 2023,” an alert stated.

Koeut was featured in January 2024. Along with the parole warrant, which was issued in June 2023, Manchester police have a warrant issued in April 2023, accusing him of burglary, criminal threatening, criminal mischief, three strangulation counts, seven simple assault charges, and three counts of false imprisonment.

Koeut has “strong ties” to Manchester, southern New Hampshire, southern Maine, and northern Massachusetts. He was given a “caution, violent tendencies” warning due to prior violent convictions and accusations.
