New Hampshire Fugitive, Wanted On Parole Violations, Arrested In Loudon

CONCORD, NH — This week’s New Hampshire fugitive of the week was arrested on Friday after investigators spent the last 48 hours attempting to track him down.

Joel Francis Barlow Jr., 34, was wanted by the state of New Hampshire for parole violations after being convicted on several separate narcotics and theft cases. Police in Laconia and Tilton also had active warrants for theft investigations. After being featured on Wednesday, task force members began to receive “multiple tips” pointing to an apartment on Union Street in Laconia.

“This location was checked without success on March 31,” Jeffrey White, a deputy marshal, said.

Task force members went back to the home on Friday and saw a man getting picked up by a known acquaintance of Barlow’s.

“This vehicle was followed to a hotel in Loudon, NH, where the male was observed to be Joel Barlow,” White said. “Members of the U.S. Marshals Fugitive Task Force, with the assistance of the Loudon Police Department, were able to move in and arrest Mr. Barlow without incident.”

Barlow was booked by Loudon police and taken to the New Hampshire State Prison for Men in Concord. He will have a hearing before the parole board at a future date to determine the additional amount of prison time he will be required to serve, White said. He added that members of the Strafford County Sheriff’s Office, the Greenfield Police Department, the NH Department of Corrections-Probation and Parole, and deputy U.S. Marshals all worked on the case.

“The task force receives tips every day on fugitives, and each tip is thoroughly investigated,” U.S. Marshal Nick Willard said. “It is these tips and the tenacity of our investigators that ultimately leads to so many great arrests.”

According to superior court records, Barlow’s criminal history dates back to 2009, when he was accused of drug possession in Laconia and later pleaded guilty to a single count.

In March 2010, he was arrested on two felony receiving stolen property charges in Belmont and pleaded guilty to the charges in March 2012.

In March 2011, Barlow was accused of willful concealment and theft in Manchester and pleaded guilty to the theft charge in June 2012. A few months later, Barlow was accused of theft and receiving stolen property in Belmont and attempted theft and criminal trespass in Concord. He pleaded guilty to the theft charge out of Belmont in May 2012 and both charges out of Concord in July 2012. In November 2011, he was accused of bail jumping, but the charge was dropped. He pleaded guilty to a felony escape charge a month later.

In 2017, Barlow was accused of stalking in Barrington and later pleaded guilty to the charge. A felony theft charge from Rochester followed, which also resulted in a guilty plea.

Drug and resisting charges in Dover, theft and criminal trespass charges in Rochester, drug and theft charges in Somersworth, a drug charge in Seabrook, and theft and criminal trespass charges in Portsmouth were also issued against him in 2018.
