NH Sex Offender Sent To Jail For Failure To Register
U.S. District Court: William Soltan failed to notify the states of New Hampshire and New York after leaving and traveling back and forth.

CONCORD, NH — A former resident of the state has been sentenced to 12 months and a day in federal prison for failing to register as a sex offender in New Hampshire and New York, according to the U.S. District Court. William Soltan, 34, of Suffolk County, NY, received the sentence on July 5, 2017, after pleading guilty to violating the federal Sexual Offender Registration and Notification Act (SORNA). Soltan, according to court documents, temporarily left the Granite State in July 2014, to visit the state of New York.
At the time he left, according to acting-U.S. Attorney John Farley, Soltan was obligated to return to New Hampshire not later than Dec. 30, 2014.
“Soltan did not return to New Hampshire, did not register in New Hampshire in 2015, and did not register in New York in 2015,” Farley stated in a press release. “Under SORNA, a person who is required to register must register in each jurisdiction where he resides, is employed or is going to school. SORNA gives an individual three days in which to register.”

A warrant was issued for his arrest in January 2016, and he was later featured as a Fugitive of the Week. He was arrested five months later in New York. During the search for Soltan, other sex offenders were caught, according to U.S. Marshals.
Soltan, who previously pleaded guilty, was also sentenced to serve five years of supervised release after he is released from prison. He was convicted of two counts of felonious sexual assault in 2011 of sexual assault against a victim 13 or older but under 16 with an age difference of more than four years.
