The reporting officer was there the night before to serve a protection order to a resident in the apartment building against her husband who had previously been arrested in late February on two counts of simple assault and two counts of domestic violence-simple assault after allegedly assaulting his wife, an assault that was recorded on video.
A neighbor though reported to police that while unloading groceries from a taxicab, he saw the husband, Kizungu, allegedly with his wife, a violation of the protection order. The man stated that he heard a commotion from their apartment as if people were leaving in a hurry out of the apartment. He then reportedly saw them leave the apartment in a silver car with another man.

The officer asked how he knew them and he said he used to drive Kizungu to appointments and they had lived in the building for about a year.
Officers went to speak with the owner of the car on Jennings Drive who stated that he had reportedly picked up Kizungu at Concord Gardens and drove him Fisherville Road to pick up his wife and drove them back to the Heights.
The officer checked the DVO paperwork and Kizungu’s bail information and took out an arrest warrant against him.
Kizungu was arrested by the New London Police Department and Concord Police went to pick him up at around 8 p.m. He was held without bail.
