Stolen Tools Lead to Unarmed Robbery Arrest: Concord Police Log
Police: Tilton man in his underwear arrested for slapping people at hospital, Henniker man arrested for disobeying officer, cocaine.
CONCORD, NH — Jessica R. Tobine, 37, of Dicandra Drive in Bow, was arrested at 1:34 p.m. on Dec. 10, 2015, for conduct after an accident from Nov. 21, 2015. She’s due in court on Jan. 25, 2016.

Clinton R. Rollins, 21, of Beacon Hill Road in Pembroke, received a summons at 1:41 p.m. on Dec. 9, 2015, on a theft charge for allegedly leaving the Walmart on Loudon Road with a Mountain Dew and not paying for it. According to the report, Rollins was reportedly “acting suspiciously in the store” so an employee kept an eye on him. He grabbed a Mountain Dew soda and allegedly began drinking from it. Rollins then allegedly left the store “briskly” with the soda “hidden in his clothing.” The officer spoke to Rollins and he allegedly stated that he didn’t have any money for the soda and thought that just leaving it on a shelf would look suspicious, so he just left with it. Rollins was out on bail from Hooksett District Court on a drug charge and is currently enrolled in pre-trial through Merrimack County, according to the report. He was given a summons, is due in court on Jan. 25, 2016, and was given a no trespass letter by Walmart.

Jayme L. Roy, 21, of Blueberry Lane in Northfield, was arrested at 11:52 p.m. on Nov. 28, for aggravated driving while intoxicated and two counts of driving while intoxicated. An officer on North Main Street reportedly saw a Honda drive through a red light at the intersection with Pleasant Street while making a turn. The officer went to pull the vehicle over at Thompson Street but the Honda “stopped quickly” on the side of the road and opened up the passenger door. When the officer got out of his cruiser to see what was going on, he reportedly saw a woman vomiting on the side of the road. After she stated she was OK, the officer spoke with the driver, Roy, who was allegedly slurring her speech and had bloodshot and glassy eyes. After a field sobriety test, she was arrested. The passenger was taken into protective custody due to her intoxicated state.
Johnny G. Perez Fredette, 28, of Stevens Avenue in Nashua, was arrested at 10:59 a.m. on Nov. 15, and charged with driving after revocation or suspension. An officer saw a black Chevrolet pickup truck traveling south on Fisherville Road but wasn’t able to see the rear plate when it passed by. The vehicle was stopped and the officer could see the plate that appeared to have been spraypainted with black paint so it wasn’t visible, according to an arrest report. The officer told the driver – Pereze Fredette – why he was stopped and he reportedly stated that it was his boss’ truck. “I asked him for his license and registration,” the officer reported. “He said, ‘I don’t have my license.’ I asked, ‘How do I know who you are?’ He responded, ‘My license is suspended.’” Pereze Fredette then produced a non-driver ID and was arrested. According to SPOTS, he was convicted of operating after suspension on April 15, 2015, in Nashua District Court. He’s due in Concord District Court on Dec. 21, 2015.

Robin I. Thapa, 33, of Prospect Street in Concord, received a summons at 10:30 a.m. on Oct. 28, for operating without a valid license after a traffic stop on Loudon Road for an expired inspection.
David King, 61, a homeless man now located in Concord, was arrested at 12:18 p.m. on Oct. 28, on a bench warrant. Police were sent to the U-Haul on Stickney Avenue for a report of a man asleep in one of the storage units who wouldn’t leave. The employee stated that King was told the day before that he had to be out of the unit at 7 p.m. on Oct. 27, and hadn’t left. The unit was being rented by a family member, not him, according to the report. “(The employee) stated David had been drinking, smoking, and sleeping in the unit and that U-Haul wished to have him trespassed from their property,” according to the report. King had a warrant out of Concord District Court from March 25, 2015, for nonappearance in court, $325 cash bail, and he was arrested and held.
Wayne Smith Jr., 40, of Chestnut Street in Tilton, was arrested at 1:06 a.m. on Oct. 27, for disorderly conduct, criminal trespass, and criminal mischief. Officers were sent to the hospital for an unruly patient who was running around the ER trying to slap people. The man, Smith, had allegedly exited a room in his underwear and was demanding to be treated and evaluated. Security officers later got him under control, according to the report. But while being prepared for discharge, he allegedly began action out again. “Security said soon after that he became irate and began swearing and using profane language,” the officer alleged. “During the incident security told me that Smith had struck a soap dispenser in the room which caused it to break.” Smith was ordered to leave and allegedly continued to act up. An elderly patient in the next room also had a heart attack from the ruckus, according to hospital staff.
Michael Von Kahle, 33, of Newton Road in Henniker, was arrested at 11:05 a.m. on Oct. 25, for disobeying an officer and felony possession of controlled drugs (cocaine). Officers were sent to Joffre Street for a possible disabled vehicle. The man reportedly stated that he didn’t have a license and gave a phony name to officers. When the officer couldn’t find the name and was advised that the man had nothing with this name on it in the car, he made a call to his wife. The officer requested to speak to the woman. “I asked her who was driving the vehicle and she said, ‘My husband, Michael,’” the officer alleged. “I asked her for his last name and she asked to speak with him. I again asked for his last name and the phone went dead.” The man said she must have been confused because his brother’s name was Michael and he was with him earlier, according to the report. Dispatch contacted Henniker Police to see if they could help ID the man and they relayed that it might be Michael Von Kahle and he was on parole for drugs. After hearing it come over the radio, Von Kahle allegedly advised that it was his name. “Michael stated he had lied because cops always give him a hard time,” the report stated. He was arrested on a disobeying a police officer charge. During a search, police allegedly found a folded piece of paper with cocaine in the center console of the vehicle. “Michael stated that was not his and that he was not aware that was in the car,” according to a court affidavit. He was held without bail.
Kenneth Dudley, 50, of Garden Drive in Manchester, was arrested at 5:45 p.m. on Oct. 24, for receiving stolen property and a warrant, both felonies. Officers were sent to Sears at the Steeplegate Mall on Loudon Road for a theft incident involving a man who stole two sets of tools and a hat and had left the store in a pickup truck. While one officer was searching the mall area, another officer found the vehicle on Loudon Road near Blodgett Street and pulled it over at the Dunkin’ Donuts. Police allegedly found a specialty tool set and an inspection mirror in his truck and a baseball cap in the passenger seat, according to the report. Dudley had an active warrant out of Manchester Police for unarmed robbery and was arrested.
