Tip Leads to Drug, Other Charges Outside Concord District Court
Police arrest three after detectives recognize vehicle from a previous tip; two arrested on heroin possession charges.

Three local residents are facing a number of charges after being arrested in the parking lot of a local courthouse earlier this month, according to reports.
Arrested on Aug. 17, 2015, were Frederick E. Estes IV, 19, a homeless man now located in Concord, on a bench warrant and felony possession of controlled drugs; James L. E. Weatherbee, 20, of Baker Street in Boscawen, who was charged with driving after revocation or suspension and misuse or failure to display plates charges; and Shannon E. Timoney, 24, a homeless woman now located in Concord, who was arrested on two felony counts of possession of controlled drugs.

According to arrest reports and a court affidavit, at around 3:20 p.m. on Aug. 17, two detectives noticed a green Mazda 626 parked in the lot at Concord District Court and one of them recalled a tip phoned in about the owner of the vehicle, Weatherbee, being a suspended driver.
The tipster alleged that the registration was mismatched and belonged to a motorcycle, according to the tip. The detective also noted that Weatherbee had been reportedly hanging around with Estes and Timoney, who “were believed to be suffering from opiate addiction issues based on recent police contacts.”

As they approached the car, one of the detectives noted that the temporary plate on the vehicle had been altered from a 7 to an 8. They spoke to the driver, Weatherbee, and noticed that Estes and Timoney were asleep in the backseat. During questioning, Weatherbee allegedly admitted that the temp plates were for his motorcycle, which had “burned up.” He reportedly stated he had just dropped off a friend and she was still in court.
Weatherbee exited the car for a smoke, was patted down, and nothing was found on him, according to the report. Estes and Timoney were reportedly breathing and in a deep sleep. A detective allegedly saw that there was a plastic straw in Timoney’s right hand and burn holes in a blanket next to her.
Backup was called and they both woke up when their names were called.
“Estes initially denied his identity and stated that he didn’t have a warrant, but he changed his story when I told him his full name and that he had an EBW for cash bail,” according to the report.
Estes was cuffed and during a pat down, police allegedly found tin foil containing paper with heroin inside.
Weatherbee’s license was revoked in December 2012 and he had a prior conviction of operating after revocation in June 2015, out of Concord District Court. He was arrested after speaking with a sergeant and allegedly admitting that he knew his license was suspended. He reportedly denied using any illegal drugs, according to the arrest report. Weatherbee stated that he had been driving Estes, Timoney, and the other woman around for weeks because they were homeless and had no place to go.
Timoney allegedly admitted that the straw was used for heroin and also offered up tin foil with more heroin in a folder inside of her purse, according to the report. Police alleged that a glass pipe was also found in her folder.
“Shannon stated that she believed it was a methamphetamine pipe and probably contained meth, but that it was not hers,” according to the report.
Ester refused bail; Timoney and Weatherbee are due in court on Sept. 28.
