Violent Sexual Predator Arrested In Concord: U.S. Marshals Service

CONCORD, NH — A violent sexual predator with a lengthy criminal history wanted on a supervised release violation and a sex offender registration charge has been found and arrested on Thursday.

Joseph Galen Barlow, 57, featured as the U.S. Marshals Service fugitive of the week on Wednesday was picked up on North Main Street in Concord. Andrew Grillo, a deputy marshal, said the task force received “numerous tips” which led to his “swift apprehension.”

Barlow had active warrants accused of not registering with Concord police and violating federal release conditions, he said. His criminal record dates back to a sexual assault of a minor case in 1986, as well as other sexual assault charges and other crimes.

Grillo also accused Barlow of using methamphetamine.

“Mr. Barlow was becoming increasingly dangerous, and his unpredictable behavior was becoming a burden on the community,” Chief Deputy U.S. Marshal Brenda Mikelson said. “Concord PD’s willingness to prioritize Mr. Barlow’s arrest is a great example of law enforcement entities working together to reduce the risk to the communities we serve.”

Superior court records for Barlow only go back a quarter of a century but show multiple charges and convictions.

In August 1994 and January 1995, he was involved in a forgery incident and several theft charges in the Hillsborough County Superior Court North district. Barlow pleaded guilty to a felony second-degree assault charge in August 1995 in Hillsborough County Superior Court North. He was also charged with felony rules of the road; disobeying an officer in February 1995. In November 1995, Barlow was accused of an attempt.

A Manchester robbery case in December 1998 led to a conviction in May 1999.

A criminal threatening case arose out of Manchester in February 2005, but the case was closed later. In April 2005, he was charged with criminal threatening again in Manchester and pleaded guilty to the charge in January 2006.

In July 2005, receiving stolen property and felon in possession of a dangerous weapons charges were issued against Barlow out of Manchester. He pleaded guilty to the weapon charge while the stolen property charge was nolle prossed.

While living in Concord in November 2011, Barlow was accused of duty to report and second-degree assault. In August 2012, the sex offender charge was dropped, but he pleaded guilty to the assault charge in February 2013.

In July 2015, Barlow was accused of two aggravated felonious sexual assault charges. He pleaded guilty to a single count, while the second count was dropped in May 2016.

Barlow was charged with being a habitual offender and two duty to inform charges after incidents in Manchester in September 2015. He pleaded guilty later to the sex offender registration charges.
