Alleged Teen Rapist, Stranglers, ID Fraudster Indicted In Court

BRENTWOOD, NH — The following people were indicted recently in Rockingham County Superior Court.

Ethan Cullen, 19, lower right, of Pheasant Run Road in Londonderry, for aggravated felonious sexual assault and two felony counts of dispensing a substance purported to be a controlled drug-Xanax, Adderall as well as prohibited sales of alcohol. On July 2, 2017, in Londonderry, he allegedly and plied a teenager with drugs and alcohol and sexually assaulted her.

Oneikah Daley, 30, of Haledon Avenue in Paterson, NJ, for felony theft by deception-principal/accomplice. On Nov. 10, 2017, Daley, acting in concert with and aided by another, allegedly obtained more than $1,500 from a woman’s TD Bank account for items that the woman was expecting to receive.

Alberto De La Torre Quiles, 47, upper middle, of Front Street in Concord, on two counts of felony assaults by prisoners for allegedly kicking a prisoner and spitting in the face of a corrections officer on Aug. 30, 2017, in the Rockingham County House of Corrections in Brentwood.

Jennifer Dowgiert, 31, of Brady Avenue in Salem, for felony possession of a controlled drug-fentanyl allegedly on Aug. 7, 2018, in Salem.

David Dumond, 42, of Oak Street in Pittsfield, on two felony counts of second-degree assault. On Dec. 28, 2017, he allegedly strangled the neck of an intimate partner in Portsmouth.

Jesse Felt, 18, of Cavil Mill Road in Fremont, for second-degree assault, criminal threatening, and reckless conduct, all felonies. On July 4, 2017, in Fremont, he allegedly repeatedly punched a man in the head and face and drove a motor vehicle toward the man, threatening to run him off the road, or words to that effect.

Rafael E. Figueroa, 20, of Lancelot Court in Salem, for second-degree assault-domestic violence for allegedly strangling a woman – an intimate partner – on Nov. 26, 2017, in Salem.

Aran Flores, 26, upper right, of Blueberry Road in Derry, for felony burglary for allegedly entering Engen Gas Station on North Lowell Road in Windham on Dec. 24, 2017.

Franklin Francois, 43, lower left, of Hallowell Street in Mattapan, MA, on three counts of fraudulent use of a credit card, two counts of identity fraud, and two counts of theft by unauthorized taking, all felonies. The charges stem from alleged incidents in July 2016, in Londonderry.
