(seacoastonline.com) — Developers behind a 274-unit apartment complex off Portsmouth Boulevard have again postponed their appearance before the city Planning Board, frustrating nearby residents who want to speak. City staff and board members say they may formalize rules for handling postponement requests as the large Gateway Neighborhood Overlay District project, which could add significant market-rate housing, continues to evolve.
