Notice to Contractors: Partial Roof Replacement at School 3

Sealed proposals will be received by the Fort Lee Board of Education for the partial roof replacement at School 3, located in Fort Lee, Bergen County, New Jersey.

Bids will be received up until 11:00am, prevailing time, on May 14, 2013, and then opened in public by the business administrator for the Fort Lee Board of Education at the Board Office located at 2175 Lemoine Ave., Fort Lee, New Jersey 07024.

Drawings, specifications, proposal forms, etc. may be obtained from the architect's office on April 19, 2013.

The project involves removing an existing foam roofing system and replacement with new built-up roofing at a portion of School 3.

The bid documents have been prepared by the firm, SSP Architectural Group, Architects + Planners with an office at 1011 Route 22 West Suite 203, Bridgewater, New Jersey 08807. Telephone number 908-725-7800. Fax number 908-725-7957. Bid documents may be obtained directly from the office of the architect upon receipt of a one hundred dollar non-refundable fee. Check should be drawn to the order of SSP Architectural Group. Drawings and specifications shall be available for inspection at the architect's office from 9:00 am to 4:00 pm Monday through Friday.

A pre-bid meeting will be held at the site on April 24, 2013, at 1:00 pm. Interested parties shall meet at the main office of School 3, 2405 Second Street, Fort Lee, New Jersey. Bidder visits to the school at any other time must be pre-arranged at least 24 hours in advance. Arrangements can be made with Mr. Jack DeNichilo, supervisor of buildings and grounds, Fort Lee Board of Education, at 201-585-4609.

Any questions or request for clarifications shall be submitted in writing to the architect's office no later than 5:00 pm on May 1, 2013.

Bids will be rendered in accordance with Chapter 107 NJS 18A; 18-4.

The owner and architect have determined that only DPMC Trade Classifications listed below are deemed eligible to bid this project.

C070 Roofing - Built-Up

Each bidder must deposit with his bid a security in the amount of not less than 10% of the bid, but in no case to exceed $20,000, in the form of a certified check or standard bid bond and subject to the conditions provided in Section B: "Instructions to Bidders."

The successful bidder will be required to furnish a performance bond in the amount of 100% of the contract and satisfactory in form, execution and sufficiency of surety.

Bidders must comply with PL 1975, C 127 (NJAC 17:27) Mandatory Affirmatic Action Requirements, Executive Order 11246 regarding Equal Employment Opportunity, and Chapter 33, Laws of 1977, regarding Disclosure of Partners and Stockholders. A non-collusion affidavit, certificate of pre-qualification affidavit as to the total amount of uncompleted contracts and a Public Works Contractor Registration Act with the State of New Jersey must accompany each bid. Bidders must also submit the C 271 Political Contribution Disclosure Form. Refer to Section B - Instructions to Bidders for additional information.

This project is being funded in part by funds from the New Jersey Development Authority (SDA) pursuant to the terms of an agreement between the school district and the SDA. All contractors and subcontractors engaged by the Fort Lee Board of Education to work on these projects agree to be bound by the terms of this agreement. The agreement is available for review at the Fort Lee Board of Education.

All bids shall be irrevocable, not subject to withdrawal and shall stand available for a period of (60) sixty days.

THE FORT LEE BOARD OF EDUCATION RESERVES THE RIGHT TO REJECT ANY AND ALL BIDS, TO WAIVE ANY INFORMALITIES IN ANY BID, OR TO AWARD SEPARATE CONTRACTS OR A LUMP SUM CONTRACT (AS APPLICABLE), IN SUCH A MANNER AS SHALL BE, IN THE JUDGEMENT OF THE THE BOARD OF EDUCATION, DEEMED IN THE BEST INTEREST OF THE SCHOOL DISTRICT, ALL IN CONFORMITY WITH THE LAW.
