Workers attempted to free Briggs for about 20 minutes before calling authorities for emergency assistance, police said.
Briggs was conscious and alert, but unable to move due to the weight of the asphalt. He also remained at risk of the remaining several tons of asphalt collapsing on him, police said.
He was rescued after about two and a half hours and taken to the hospital for treatment of minor injuries and further evaluation, police said.
