Hasbrouck Heights Police Outline New Jersey E-Bike Rules, Licensing Process

HASBROUCK HEIGHTS, NJ — The Hasbrouck Heights Police Department is reminding residents of New Jersey's updated e-bike regulations that go into effect on July 19 — including the requirements for riding, licensing and registering electric bicycles.

According to the department, low-speed electric bicycles are pedal-assist bikes that provide assistance only while pedaling and have a maximum speed of 20 mph. Motorized bicycles (mopeds) include pedal-assisted bicycles with an engine under 50 cubic centimeters, an electric motor that assists while pedaling between 21 and 28 mph, or a throttle-assisted electric motor up to 15 mph.

  • Riders must be at least 15 years old.
  • Riders ages 15 and 16 must obtain an e-bike permit or e-bike license, while older riders may use a valid driver's license where applicable.
  • All e-bikes must be registered, and motorized bicycles (mopeds) must be insured. Low-speed electric bicycles do not require insurance.
  • Helmets are mandatory for all e-bike riders, regardless of age.

The department also outlined the licensing process for younger riders, which includes obtaining an e-bike permit, passing knowledge and vision tests, practicing during daylight hours, completing a road test, and obtaining an e-bike license through the New Jersey Motor Vehicle Commission.

To register an e-bike, riders must complete a registration application, provide proof of ownership and identification, present proof of insurance when required, and display license plate decals on both sides of the bicycle.
