A 24-year-old man was arrested on heroin charges this past week in Manasquan, police said.
Jose O. Tavarez of Freehold was charged with theft, heroin possession and possession of hypodermic syringes, police said.
The arrest occurred on Second Avenue, and the arresting office was Detective Adam Pharo, police said.
