Christine M.Cumming Former first vice president and chief operating officer of the Federal Reserve Bank of New York. Dr. Cumming is an expert in the capital and liquidity of financial institutions and dealing with failing large banks. She is a Visiting Scholar in the Economics Department at Rutgers University.
