Does South Orange need a Trap-Neuter-Return (TNR) program for feral cats?

During a recent South Orange Board of Trustees meeting, board members announced that the municipality is considering a TNR program that will help address the issue of felines that were born outside and live in colonies, also known as community or feral cats.

According to Wikipedia, TNR is a program through which free-roaming cats are humanely trapped, sterilized and medically treated, then returned to the outdoor locations where they were found.
