North Jersey Man Charged In July Shooting In South Toms River
James Bivins was arrested after a motor vehicle stop in November; a handgun found in his car was tied to the shooting, authorities said.

TOMS RIVER, NJ — An Irvington man has been charged in connection with a shooting that happened in July in South Toms River, the Ocean County prosecutor's office announced Wednesday.
James Bivins, 26, was charged in the July 10, 2019, shooting in South Toms River, after a handgun found in his car during a November arrest was linked to the shooting, Prosecutor Bradley Billhimer said in a joint announcement with South Toms River Police Chief William Kosh.
Bivins was pulled over Nov. 19 after authorities found heroin, cocaine and a loaded .40 caliber Taurus semiautomatic handgun in his car, Billhimer said. Ballistics testing connected the handgun to shell casings left at the scene of the Charles Drive shooting. No one was injured in the shooting.

Bivins is charged with possession of a weapon for an unlawful purpose, unlawful possession of a weapon and being a certain person not to have a weapon. He additionally faces drug and weapons charges from the November arrest.
He is being held in the Ocean County Jail pending a detention hearing.
