South Toms River Man Accused Of Heroin, Crack Dealing: Prosecutor

The man had five grams of crack cocaine and 320 wax folds of heroin and his vehicle, authorities said.

SOUTH TOMS RIVER, NJ — A man was charged Thursday with distributing drugs in Berkeley Township's Manitou Park section and South Toms River, the Ocean County Prosecutor's Office announced. Authorities said they found 320 wax folds of heroin, five grams of crack cocaine, a loaded handgun and $1,400 in cash in James Bivins's vehicle.

Authorities were conducting a street level crime suppression detail in Manitou Park and South Toms River. Surveillance showed Bivins, 26, of South Toms River meeting up with another individual, the OCPO said. The other person hasn't been caught, OCPO Press Officer Bryan Huntenburg told Patch.

Police pulled over Bivins afterward. He was charged the following, according to authorities:

  • heroin possession with intent to distribute
  • cocaine possession with intent to distribute
  • heroin possession
  • cocaine possession
  • possession of cocaine and heroin with intent to distribute within 1,000 feet of school property
  • possession of a weapon for an unlawful purpose
  • possession of a weapon during a drug offense
  • being a certain person not to have a weapon
  • unlawful weapon possession

Officials took Bivins to the Ocean County Jail. The Ocean County Narcotics Task Force, Berkeley police and South Toms River police were involved in the collaborative investigation.
