Troopers then found Ellis in the Nissan driving south on Dupont Parkway near Paddock Road in Smyrna. There was damage to the car that resembled the actions during the crash.
Officials conducted a traffic stop and took Ellis into custody without conflict. He was then taken to Troop 9, arraigned, and taken to the Delaware Department of Correction on a $12,050 secured bond.
Both teens were from Townsend and were declared dead at the scene. Officials are withholding their names until families have been notified.
The road was closed for around four hours on Saturday.
