Sewers For Millwood: New Study Includes Price Tags
Considering sewer service for the hamlet also means exploring future land use, development, and zoning changes.

NEW CASTLE, NY — The New Castle Town Board is mulling over a new Millwood Hamlet Sewer Feasibility Study. The homes and businesses in the hamlet now rely on septic systems, which precludes development.
The cost to put local sewers in: $7.9 million, according to consultants, Woodward & Curran. To install them and connect them to one of Westchester County's trunk sewers: $14.1 million.
"This is the first step in the process of bringing sewers into that Millwood Hamlet," said Town Supervisor Rob Greenstein in his Jan. 23 Supervisor's Report.

The next steps are to discuss the study with local affected property owners and investigate what form future land use and zoning changes might take.
The consultants looked at several ways to finance the project.

Dividing the cost among the 50 parcels in the hamlet is not feasible, they said. It would mean a price tag of $158,000 per property.
A second and third approach would be based on usage, with a concept called Equivalent Dwelling Units based on average single residential flow.
Approach No. 2 would be to fund the project based on the current number of EDUs in the hamlet (84). The price tag would be $94,000 per EDU.
Approach No. 3 would be to fund the project based on current land use and future development. According to the consultants, there would be 141 EDUs available for future development. A capital cost could be set for 225 EDUs of $35,000 per EDU.
