RFP - Facility Security Hardening & Guard Services

This Request for Proposal (RFP) is issued by a nonprofit organization (referred to throughout this document as "the Organization") to solicit proposals from qualified, licensed, and insured contractors and security service providers for a facility security hardening and enhanced security staffing project.

The Organization is seeking proposals for three related scopes of work: (1) hardening of the interior Glass of the entry way and throughout the interior of the building, (2) updated Access Control system for the interior doors and entrances, and (3) expanded security guard staffing. Vendors may submit a proposal for one, two, or all three scopes of work; the Organization reserves the right to award each scope separately or to a single vendor capable of performing all three.

Access Control:

Required work: The selected vendor will (1) update and upgrade the current access control system to a modern, centralized platform, integrated with the mantrap/interlock system described in Item 2; (2) implement enhanced visitor management, including visitor sign-in/badging, pre-registration and ID verification, and staff notification for expected and unexpected visitors; and (3) establish and document formal security protocols governing access to interior spaces, including tiered access levels that restrict sensitive areas to authorized staff, procedures for escorting visitors, and periodic review and revocation of access credentials.

Glass Film:

Required work: The selected contractor will install security/forced-entry-resistant film on entryway glass throughout the interior of the building — including the interior vestibule doors, sidelights, and transoms, and all other interior glass entrances — to prevent an attacker from breaching or shattering through the glass to gain access to interior spaces. Proposals should specify the film product(s) to be used, including their forced-entry- and/or ballistic-resistance rating(s), warranty terms, and installation method, and should describe the anticipated installation sequencing and duration across all affected interior glass locations.

Guard Services:

Required services: The selected security services vendor will provide an additional layer of coverage by increasing the hours and days of armed security guard coverage at the facility, and by supplying additional guards during Sabbath observances and special events, and/or whenever threat conditions warrant heightened security measures. Proposals should describe the vendor's capacity to provide licensed, armed guards.
