Clarkstown Candidate Profile: Borelli For Town Council Ward 1
The incumbent shares why he should be re-elected to Clarkstown Town Council in another Patch candidate profile for the 2019 election.

CLARKSTOWN, NY — Rockland County has several contested races in this fall's election, including in Clarkstown. Patch asked candidates in the contested races to answer questions about their campaigns and is publishing candidate profiles as election day draws near.
Frank Borelli is running for re-election to the Clarkstown Town Council in Ward 1. His opponent is Ricky Sanchez.
Sanchez will appear on the Democratic and Independent party lines on the ballot. Borelli will hold the Republican, Conservative, Working Families and SAM lines.

Borelli, 56, is an insurance broker. He was first elected to the town board in 2007.

Over Development
Continue to our enforce Town Codes and discourage the over use of vacant properties by developers. Make sure that anyone that comes to Clarkstown pays their taxes and obeys all of our laws.
What are the critical differences between you and the other candidates seeking this post?
I believe I am the better choice for this position as I have a proven record of accomplishments on the Town Board. If I am fortunate to be re-elected I will continue to work and fight for the families and taxpayers of Clarkstown.
It is easy to make promises when you are a candidate, however my record clearly shows I have done exactly what I promised by stabilizing taxes and protecting our quality of life.
I have lived in Northern New City(Ward 1) since 1967,when I started elementary school at Woodglen Elementary, continued to Felix Festa, and graduated from Clarkstown North in 1981. After living in NYC after college, I chose to come back to New City to raise my family. I understand my neighbors and what they want from government and believe I am the best candidate to deliver what they need.
I am strongly against the O&R Substation being proposed on South Mountain Road, since it is being built for the benefit of users outside of Clarkstown. I am not in favor of allowing developers to create multi family housing on property that is meant for single family homes. I would like to see the Ramapo contingent of legislators drop their resistance to the sale of the Sain Building in New City, so the County can benefit from the proceeds and the Town of Clarkstown and Clarkstown School District can have a user that will generate over $500,000 in new tax revenue.
What accomplishments in your past would you cite as evidence you can handle this job?
• Stabilized taxes and enacted the first Property Tax cut in 30 years.
• Reduced long-term debt by $5,567,740 million. That’s a 5% reduction.
• Upgraded the town’s bond rating. Clarkstown now has the highest bond ration in Rockland County.
• Cut town payroll costs by $1.2 million through consolidation and staff reductions delivering services more efficiently with greater expertise and at lower cost.
• Enforcing town codes. The town has more than doubled the yearly violations issued.
• Consolidated purchasing with the county.
• Proposed and implemented a new law on flood control to elevate and protect sensitive parts of town from flooding.
• Proposed and implemented a new law to require landscapers to be licensed.
• Led the purchase of Rockland County Day School to protect against overdevelopment.
• Completed renovation of Street Community Center in New City enhancing the experience of seniors and community members.
• Continue to trim costs and protect taxpayers.
• Fight to protect and improve our suburban quality of life.
• Keep leading the fight to stop Orange and Rockland Utilities from expanding their substation on Little Tor and South Mountain Roads.

What else would you like voters to know about yourself and your positions?
Once again, I want to thank the residents of Clarkstown for the opportunity to serve as a town councilman. Since the day I was first elected, I have dedicated my efforts to protecting and enhancing our quality of life, to protecting taxpayers and to fighting overdevelopment.
I believe the record will show that I have done just that… and that this perspective has served the families and taxpayers of Clarkstown well.
We’ve eliminated waste and inefficiencies… merged services… combined positions… and eliminated unnecessary positions… and held the line on taxes. At the same time, we’ve improved town services and saved taxpayers millions of dollars… and I’m proud to say that I’ve been the initiator of these changes.
While we’ve made progress, there is still a lot more work to do. That’s why I’m running for re-election.
