Suffern Man Revived, Charged with Vehicular Homicide after Fatal NJ Crash

He was so high on heroin police used Narcan to revive him, officials allege.

A Rockland County driver is accused of jumping a sidewalk and killing an Elmwood Park man while under the influence of heroin.

Rasim Hida, 65, died after he was hit by an SUV Sept. 11 in front of Walgreens shortly after 6:40 p.m. in Elmwood Park, said Bergen County Prosecutor John L. Molinelli.

Police received a 911 call that Hida had been walking on the sidewalk in front of the store when he was struck. He was transported to St. Joseph’s Regional Medical Center where he was pronounced dead, Molinelli said.

Members of the Elmwood Park Police Department and the Bergen County Prosecutor’s Office Fatal Accident Investigation Unit responded.

Police at the scene found Troy Saucier, 24, unresponsive in the 2003 Jeep Liberty he was driving, authorities said.

Police, believing Saucier was high on heroin, revived him using Narcan, Molinelli said.

An investigation concluded that Saucier struck Hida while under the influence of heroin.

Saucier was charged with vehicular homicide, possession of a controlled dangerous substance, possession of drug paraphernalia, and being under the influence of a controlled dangerous substance.

Saucier was sent to the Bergen County Jail in lieu of $100,000 bail with no 10 percent option. He is scheduled to be arraigned Sept. 15 in Elmwood Park Municipal Court, Molinelli said.
