Arrests Made In New Rochelle Shooting
The handgun, believed to have been used in the shooting, had been stolen, police said.

NEW ROCHELLE, NY — Arrests were made following an investigation into a shooting outside a North Avenue bar. New Rochelle police said they responded to reports of a shooting around 12:34 a.m. Dec. 15 outside Chuggers Bar, located at 234 North Ave.
At 6:30 a.m. Dec. 20, detectives from the police department, along with FBI and state Division of Parole agents, arrested Jeffrey Stover, 48, of New Rochelle, in connection with the shooting.
He was arrested at his residence, police said.

The handgun, believed to have been used in the shooting, was recovered. Authorities said it had been stolen in a burglary in North Carolina.
Stover was charged with second-degree criminal possession of a weapon, first-degree reckless endangerment and third-degree criminal possession of stolen property, all felonies.

He was released to the custody of the FBI and will be prosecuted by the U.S. Attorney's Office of the Southern District of New York.
A second New Rochelle resident — Gerren Blakey, 42 — who police said interfered with the arrest of Stover, was arrested and charged with second-degree obstructing governmental administration, a felony.
