Barnes Road Development on Ossining Planning Agenda April 9

A controversial proposed development straddling the Ossining-New Castle border is due again in front of the Ossining Town Planning Board April 9.

A 24-house subdivision of High View Farm on Barnes Road is proposed by Zappico Car Wash LLC, of Morning View Court in Chappaqua.

The farm has long been a large rural parcel in the area bordered by Barnes Road, Tavano Road, Morningside Court, Ryder Road and Morningside Drive. 

The "conventional plan" would make 24 lots out of the 31-acre property; however, the developer has informed the town that he wants to do cluster housing. 

The town's Environmental Advisory Committee recommended an independent review of the property by a soil scientist and specialists in wetland species and steep slopes, plus a professional engineer, and noted several areas of concern with the proposal in letters to the Planning Board:

  • At least five acres of wetlands exist on the site, which drain into the Pocantico Reservoir
  • Increased run-off could affect areas already prone to flooding including North State Road, Tavano Road, Gordon Avenue, Morningside Drive and Court, Barnes Road and Ash Road in Briarcliff
  • The farm is currently part of the open-space corridor recommended in Open Space 2025 by the county Planning Department
  • The New Croton Aqueduct runs under the property
  • EAC members were denied a chance to walk the site 
The Planning Board meeting starts at 7:30 p.m. Wednesday at the John Paul Rodrigues Operations Center101 Route 9A, Ossining.
