Here is his press release:

Decorated retired Westchester County Police Detective Robert J. Outhouse today announced his candidacy for Westchester County Legislator, 9th District, a seat currently held by Catherine Borgia.
Robert “Bob” Outhouse, 52, is a lifelong Town of Cortlandt resident with a decades-long history serving his community – 23 years as a County Police Officer/ Detective and 38 years as volunteer firefighter and EMT in Cortlandt and Croton EMS.
Outhouse said he is jumping into the race to continue his long history of public service and to fill a void left by a hyper-partisan incumbent.
“When I responded to a call whether as a police officer or a firefighter, I never asked what party affiliation the person who needed help happened to be. I never cared what race they were or what religion they happened to practice. I just sprung into action, relied on my training and served the public as bravely and as competently as I knew how, as I was sworn to do,” said Outhouse. “I will apply the same mindset to help people from all walks of life in our community as county legislator.”
Outhouse criticized incumbent Borgia’s politics-first approach to service, eschewing bipartisan solutions in favor of attention-grabbing headlines.
“I’m afraid that we’ve seen far too often with Catherine Borgia is that she will allow politics to dictate how she will act or vote on any given issue,” said Outhouse. “Take the Indian Point closure that will have tremendous negative effect for our local community. Catherine hadn’t attend one Town of Cortlandt task force meeting until May 30th and blew off Senator Murphy’s town hall meeting on the issue and County Executive Astorino’s. That’s not leadership – that’s politics.”
Outhouse said that regardless of one’s opinion on whether to close Indian Point or keep it open, the community needs to be protected. More than 1,000 jobs will be lost, tens of millions of dollars in local revenue lost, and electric rates set to soar.
Outhouse said he would support Astorino’s lawsuit to require the state to conduct a State Environmental Quality Review as should have been required by law. Borgia opposes the lawsuit.
Outhouse also said Borgia has voted against bipartisan budgets that hold the county property tax levy flat and adds new county police officers.\
