Town Board reviews expanded and upgraded park facilities

Board discussed plans for future sports complex at Granite Knolls and plans to upgrade other parks. Also, awarded a 90 day license to R&S Waste Services to operate Greenwood St recycling, and split 2-2 to appoint Ilan Gilbert to fill board vacancy

1. Spectra Energy
Plans for Spectra Energy to develop several ballfields at Granite Knolls in exchange for the town granting the company temporary and permanent easements through the park during the two year pipeline project were discussed.  A key issue is whether the town should grant a permanent easement for the use of one acre of parkland.
 
2. Update on parks projects
The board heard an update on improvement plans for several parks, including: the in line skating rink, Route 202 ballfields, the Hunterbrook multi purpose field, Holland Sporting Club, Downing Park, Shallow Creek,  Granite Knolls barn, and tennis courts.
 
3. Textile recycling program
The board discussed a new program of using special plastic bags for used textiles to be picked up as part of the bulk pick up program.
 
4. Daily yard waste permits
The town will require residents with commercially licensed pickup trucks, and contractors with dump trucks who are hired to do tree work for town residents, to obtain daily permits to dispose of yard waste at the Greenwood Street facility.
 
5. Organic Waste site (Greenwood Street facility)
The board agreed to give R&S Waste Services a 90 day license to clean up the backlog at the facility as well as process organic waste trucked into the site. The town will issue an RFP for a long term plan for handling the town’s organic waste.
 
6. Town Board vacancy
Supervisor Grace’s effort to appoint former town justice Ilan (Lanny) Gilbert, a democrat, to fill the vacancy failed in a 2-2 vote. In a related move, the board will schedule a public hearing on the revised special election law for May 20.
 
7. Financial update
The board is still trying to figure out why the 2013 budget had a shortfall of $972,000 in the state and police retirement payment budget lines.
