Town Board splits on Hickory St. rezoning request

Plan to convert historic house into professional offices fails to win needed third vote on Town Board. Highway Supt. requests funds for 3 new trucks. No progress on fluoridation. Chicken legislation moves forward.

 1 Transitional rezoning request/Hickory Street
Given a 2-2 vote, the board took no action to move forward on Bill Primavera’s request to rezone his property at the corner of Granite Springs Road to allow the existing historic house to be converted into professional offices.
 
2. Fluoridation 
Water Superintendent David Rambo reminded the board that it had voted back in January 22, 2013 to continue fluoridating water but that since that vote nothing has been accomplished to install the needed new equipment at the Catskill water treatment plant. 
 
3. Wetlands permit: failure of mitigation measures/Gambelli Drive
The board discussed what should be done about failed wetlands mitigation measures that were required as part of a 2007 wetlands permit to construct a pool in a wetlands.
 
4. Group home//Buckhorn Street
The board expressed its support for a group home for three adult males on Buckhorn Street.
 
5. Sylvan Glen Forest Management Plan
Members of the Tree Conservation Advisory Commission discussed the recommendations in the Sylvan Glen/Granite Knolls Forest Management Plan, some of which involved the planned Spectra/Algonquin pipeline project through both parks. The parks’ biggest problems are deer and invasive species.
 
6. Legislation to allow keeping chickens
The town attorney is revising a 2013 draft local law that would allow homeowners to keep chickens on their property.
 
7. Highway Department
Highway Superintendent Paganelli appealed to the board for funds to purchase at least three new trucks, needed primarily for road salting. Each truck would cost about $177,000.  The board will review financing options.
