Library, Golf Club To Reopen Under Mooresville's Phase 1 Plan
Phase 1 of North Carolina's reopening plan goes into effect May 8. Here's how it will impact town services and facilities in Mooresville.
MOORESVILLE, NC — After weeks of closures under a statewide executive order aimed at curbing the spread of novel coronavirus, North Carolina businesses and services will soon begin reopening, including some town services in Mooresville.
Earlier this week, Gov. Roy Cooper signed a modified stay-at-home order that will do away with some of the more stringent mandates under the previous order, such as eliminating the distinction of essential and non-essential businesses and encourages parks to reopen. The new order, which is considered the "Phase 1" of the state's reopening plan, goes into effect as of 5 p.m. Friday, May 8 until May 22, but could be extended. It continues to require social distancing in retail and social settings, and encourages residents to wear masks when they must leave home.
"We believe the data shows us now is the time to begin easing restrictions," Cooper said during a press briefing Tuesday evening.

"We have flattened the curve, but we haven't eliminated COVID-19," Cooper said. "We'll continue the stay-at-home order because its best for people stay at home, especially those with underlying health conditions."

In Mooresville, the state's Phase 1 reopening plan will impact some of the town's services.
"Each facility has a separate plan with regards to appropriate personal protective equipment (PPE) and cleaning routines to ensure the facility is reopened as safely as possible with appropriate risk mitigation measures in place," the town said in a statement outlining the changes taking place the week of Monday, May 11.
Here's a rundown of Phase 1 plans for Town of Mooresville services and facilities as of the week of May 11:
- Town Hall — limited public access, utility billing will be open, in-person staff meetings are discouraged
- Fire Stations — closed to the public
- Police Station — limited public access
- Public Services Administration — limited public access, in-person staff meetings are discouraged
- Public Library — Starting May 18, the library will have limited public access Monday through Friday, from 9 a.m. until 5 p.m. Library shelves and meeting rooms will be closed. Continuation of non-contact checkout services, which is recommended for high risk customers. Programming and events are cancelled.
- Outdoor Parks and Facilities — Open to public with bathrooms open, playgrounds closed, skatepark closed, pool closed, field reservations cancelled, programming and events cancelled
- Mooresville Golf Club — Starting May 9, will be open to the public. Pro Shop will be open. Carts will be allowed with families or household members riding together. All others must ride in a single cart. Programming and events cancelled.
- Indoor Recreational Facilities — closed to public, programming and reservations cancelled.
- Charles Mack Citizen Center — closed to public, events and reservations cancelled.
