ABINGTON TOWNSHIP, PA —Abington Township Police are "imploring" additional victims of a man who posed as a nurse and is being charged with sexually assaulting two women at an urgent care center to come forward.

During a press conference Monday, Lt. Steve Fink said police believe that there may be more victims.

"We are very concerned about additional victims," Fink said. "During conversations with the suspect, there may be additional victims. I'm not going to get into what he said. We are asking victims to come forward."

Fink said it "took courage" for two women to report to police that they were sexually assaulted at the Carbon Health Urgent Care by an employee who posed as a nurse in one incident and sought a date in the other case, police said.

Ramon Garcia, 36, of Philadelphia, was charged Monday with aggravated indecent assault (a 2nd-degree felony), indecent assault, and two counts of invasion of privacy.

"This is a sick individual who was preying upon these women," Fink said. "There should be no shame. We are imploring the public. He won't be able to victimize anyone else."

Abington Police said Monday that an additional criminal charge has been added against Garcia: Impersonating a licensed official.

"He identified himself to us as a nurse and bragged about how good he was," Fink said. "His actions were well out of his job description. He was supposed to get vital signs and maybe draw blood. He shouldn't be in any situation with a woman in a state of undress. I think he knows he's not a nurse."

Garcia is being held at the Montgomery County Correctional Facility after being arraigned and held on $99,000 cash bail. A preliminary hearing is scheduled for next week.

Police said that Garcia was assigned to the Carbon Health Urgent Care in Abington Township in January after working at the company's other urgent care centers in Dresher and Montgomery Township since July 2023.

Police said that there was another physician who was in the building at the time, but that the doctor was unaware of the assaults.

Garcia had one prior arrest for a domestic incident in Philadelphia in 2014, but that was dropped, police said. Police are also investigating Garcia's prior employment.

Police said that Carbon Health Urgent Care is fully cooperating with police. The company said that Garcia is no longer an employee.

On March 1, a woman told police that she went to the Carbon Health Urgent Care, located at 1585 The Fairway, in the township's Jenkintown section, for a pre-employment drug screening.

When she arrived, she was met by an employee, who identified himself as “Ramon,” and who was later identified as Garcia, police said.

Garcia told the victim that she had to urinate into a cup and that she was randomly selected to “be observed,” police said.

Garcia watched the victim pull up her dress and urinate into the cup. After the sample was taken, Garcia gave the victim his phone number and asked if she would go on a date with him.

On Sunday, a second woman told police that she was inappropriately touched during an examination at the same Carbon Health Urgent Care.

The victim reported that she went to Urgent Care for treatment on Saturday.
She was met by “Ramon” at the front desk, who identified himself to her as a nurse and led her to an examination room.

Garcia instructed her to undress. He then put on latex gloves and conducted a pelvic exam, penetrating her with his fingers, police said.

At another point in his encounter with the victim, he helped her take off her pants a second time and started touching her again.

Garcia moved his head towards her pelvic area, and the victim said “No,” and got dressed.

Garcia was making verbal advances as well, asking the victim if she was in a relationship, and if she had any fantasies, police said. Garcia also gave this victim his phone number before she left the office.

"It was disturbing," Fink said. "He gave his phone number to the women on the back of a business card."
