Prior to passing the new ordinance, the borough relied on the state standard to enforce incidents involving animal cruelty.

It mandates that dog owners who keep their animals tethered do so in a fashion that keeps them from choking and gives them access to food and water. The ordinance creates standards for owned cats that run at large. It also includes regulations for pet noise and animal waste disposal.
