Delco Children Crimes Task Force Helps Nab Child Porn Suspect
The Delaware County Internet Crimes Against Children Task Force led Montgomery County authorities to charge a man with child pornography.

DELAWARE COUNTY, PA — A crucial division of Delaware County's law enforcement recently helped authorities in Montgomery County charge a man with accused of possessing thousands of child pornography images.
Montgomery County District Attorney Kevin R. Steele said Edward Elvin Jr., 63, of Audubon, has been charged with 100 felony counts of possessing child pornography and criminal use of a communications facility for allegedly possessing more than 7,300 images of child pornography.
Authorities in Montgomery County began investigating Elvin after the Delaware County Internet Crimes Against Children (ICAC) Task Force tipped off the Montgomery County Detective Bureau.

The ICAC provided 25 cybertips from Google to the bureau concerning an account that contained more than 500 images of child sexual assault imagery depicting children in sexual acts and in sexual poses.
The cybertip provided detectives with the user account information, including the computer IP address linked to a Comcast account for Elvin’s residence in Audubon.

Authorities executed a search warrant at Elvin's home on Oct. 28, when a Dragon Touch
tablet belonging to Elvin was seized.
A forensic analysis of the tablet found that it contained 7,366 image files depicting children under the age of 18 engaged in sexual acts and in sexual poses, authorities said. More than 100 of these images were of children under the age of 13, and most were of babies and toddlers being sexually abused, according to authorities.
Elvin was released on $25,000 unsecured bail with additional conditions of no personal use of the internet and no contact with minors.
His preliminary hearing is scheduled for Jan. 5, 2021.
Major Crimes Detectives of the Montgomery County Detective Bureau, along with specially trained and sworn detectives from police departments in Montgomery County, routinely work with the ICAC to protect children from internet predators by aggressively and proactively investigating Internet crimes that exploit children.
