Delco Man Sexually Abused Teen Boys, Had Child Porn: DA
He is accused of sexually abusing teenage boys and possessing hundreds of child porn images and videos, according to the DA's office.

CHESTER, PA — A Delaware County man sexually abused teenage boys and have hundreds of images and videos depicting child pornography, according to the District Attorney's Office.
District Attorney Kat Copeland said Friday James Harry Carr Sr., 36, of Chester, is charged with sexually abusing teenage boys between the ages of 14 and 15 and possession of over 1000 pictures and videos of child pornography.
Carr has been charged with multiple counts of involuntary deviate sexual intercourse with a child, solicitation to perform involuntary deviate sexual intercourse, unlawful contact with a minor, and trafficking in minors, all felonies of the first degree. He is also being charged with possession of child pornography, criminal use of a communication facility, and corruption of the morals of a minor, all felonies of the third degree.

On June 27, authorities got information that Carr was paying young teenage boys cash for sexual acts, the DA's office said.
Carr employed friends, acquaintances, and teenage boys, to help him with chores around the house, according to the DA's office.

Interviews of four victims revealed that teenage boys between the ages of 14 and 15 were solicited by Carr to allow him to perform sexual acts on them and to perform sexual acts on him, the DA's office alleges.
In return, Carr offered to pay the victims between $100 and $400, according to the DA's office.
Two of these teenagers disclosed sexual contact with Carr and two other teenagers revealed that Carr solicited them to perform sexual acts, the DA's office said. These alleged crimes occurred between April 2018 and June 2019, at residences in Colwyn and Chester, according to the DA's office.
On July 15, detectives executed a search warrant at Carr’s Chester residence.
During the search, detectives took several electronic devices, including cellular telephones and laptops, which were submitted to Criminal Investigation Division Computer Forensics Unit.
Examination of these devices revealed that they contained sexually explicit videos and images depicting both males and females under the age of 18, and as young as infancy to three years of age, being sexually assaulted by adults and other minors, according to the DA's office.
Forensic examination of one of the cellular telephones revealed more than 1000 visually unique video files and more than 400 visually unique image files depicting child pornography, the DA's office said.
Forensic examination of a laptop computer recovered revealed 200 visually unique video files and more than 50 visually unique images depicting child pornography, according to the DA's office.
The video files were found to be located within a folder structure under the user profile "James," the DA's office said.
Carr was arraigned and his bail was set at 10 percent of $230,000. He was unable to make bail and thus was remanded to the George W. Hill Correctional Facility.
