Child's Body Found In Duffel Bag Identified As Missing Boy: Reports

The child's body found in a duffel bag was that of 4-year-old Damari Carter. The boy's mother and a man are charged with his murder.

PHILADELPHIA — After a child's body was found severely decomposed in a duffel bag in March, authorities have reportedly identified the body of a missing 4-year-old boy whose mother and a man are accused of killing.

Action News and NBC10 report the body found on March 18 was that of Damari Carter, 4.

Carter's mother Dominique Bailey and Kevin Spencer are charged with murder, tampering with evidence, abuse of a corpse, criminal conspiracy, and related crimes in connection with Carter's death.

The investigation began Dec. 30 when Action News brought up a tip they received about a missing child to Philadelphia Police.

While the child was not reported missing with the department's Special Victims Unit, investigators immediately starting looking into the child's circumstances.

According to police, Bailey's family members told police Bailey informed them her child was fatally struck by a vehicle.

However, police found no evidence of this.

Then on March 18, a duffel bag containing a child's decomposing remains was found 9:50 a.m. on the 600 block of North 38th Street in West Philadelphia.

Officers called to the area met with a man who was doing work in the back of a property on that block.

The man showed police the bag, which police said contained the "severely decomposed" remains of a child, later identified as Carter.

It's unclear if Bailey and Spencer will face additional charges after Carter was identified.
