The seat needs to be filled after Ward 1 Commissioner James Higgins announced his retirement from the board on Dec. 18, citing family health issues as the reason.
"I want to thank all the people I represent and particularly those who elected me to my first term in 2011 and my current term in November 2015," he said at the Dec. 18 Board of Commissioners meeting. "I have tried my best to represent all residents and businesses fairly and fully. I hope I have succeeded."
