The announcement comes at the conclusion of a joint investigation by the Ridley Park Borough Police Department and the Delaware County District Attorney’s Criminal Investigation Division (CID), with assistance from the Philadelphia Police Department and the U.S. Marshals Service, the Whelan's office said.
On Sunday, Oct. 16, 2016 at approximately 4 p.m., the Ridley Park Police Department was dispatched to 27 W. Ward Street in Ridley Park for a shooting and home invasion robbery.
Officer Josh Powley arrived on location and met two victims, a male who was suffering from a gunshot wound to his left ear and a female victim.
The couple told police that two men entered their home and robbed them at gun point. According to the male victim, during the course of the robbery, one of the suspects pointed a gun at the male victim’s head and asked "where is the money" and told him "this is a robbery, I will shoot you in the head." One of the suspects told the female victim, "come on, we are taking you to the ATM, to empty out your account."
That's when the male victim pulled out his own handgun and struggled with the suspect leading to both firing shots.
Both suspects fled down the steps and exited the residence, with the male victim chasing them on foot.
"I want to commend the work of CID Detective Dave Tyler, and Corporal John T. Morris of the Ridley Park Police Department for their diligence in this investigation and pursuit of a dangerous individual and thank the Philadelphia Police Department and U.S. Marshals in their assistant in locating his whereabouts," Whelan. "We will continue to aggressively pursue violent criminals and work with our partners in law enforcement to arrest and prosecute individuals who engage in gun violence and have a senseless disregard for the safety of our children and neighbors."
Bowman is slated to appear for a preliminary hearing on Nov. 20.
