Newport Police Log: Man Allegedly Yells, Spits in Police Cruiser After Arrest

Violation of No-Contact Order

Chancey Eugene Nealy Jr., 26, of 195 Admiral Kalbfus Road Apt. 13E in Newport, was arrested around 12:25 a.m. Thursday for a violation of a no-contact order.

Police observed Nealy walking south on Third Street in front of Bayside Village around 12:14 a.m., and were informed that he had an affidavit and arrest warrant for a violation of a no-contact order. Police stopped Nealy and immediately handcuffed him, at which point he became combative and began yelling at the officer. Police had to force him into the cruiser. They say he yelled and spit all over the rear compartment on the way to the station. At the station, Nealy continued being uncooperative, and at one point allegedly reached back and tried to grab an officer. They eventually detained him.

Warrant Arrests

• Robert T. Brown, 18, of 195 Admiral Kalbfus Road Apt. 17G in Newport, was arrested around 6:40 p.m. Wednesday for a district court capias warrant. Police had responded to a home on Ledyard Street in an attempt to locate Brown, who they knew had the warrant for violating the conditions of his bail. They found him there sitting on the front steps. Police say they ordered him to the ground and that he complied. He was taken to the station for booking.

• Jeffrey Dale Lumpkins, 42, of 342 Spring Street Apt. 2 in Newport, was arrested around 5:45 p.m. Wednesday for a district court capias warrant. Police were driving north on Broadway when they spotted Lumpkins, who they knew had an active warrant for his arrest. Police stopped and approached him. Lumpkins was reportedly very cooperative during the arrest. He was taken to the station for booking.

• Latoya M. Johnson, 22, of 90 Girard Avenue Apt. 185 in Newport, was arrested around 4:31 p.m. Wednesday for a Second District Court bench warrant. Police were in the area of Festival Field Apartments around 4:30 p.m. when an officer heard loud music coming from Apt. 185. The officer knocked on the door and Latoya answered, agreeing to turn the music off. Police discovered she had the warrant out for her arrest, so she was handcuffed and brought to the station for booking.
