Newport Police Log: Woman Arrested After Punching Out Window

The following reports detail the arrests made by the Newport Police Department on Tuesday, July 27, through the early morning hours of Wednesday, July 28. Descriptions of all events are based solely on police officer reports provided to Patch.

Newport Woman Arrested After Punching Out Window

Shatera S. Richards, 22, of 35 Third Street Apt. 3 in Newport, was arrested at approximately 5:50 p.m. Tuesday on charges of domestic assault and vandalism.

Police said they were dispatched to Richard's home around 5:30 p.m. for a report that a woman had just broken a window at that location. When they arrived, police say they saw Richards walking south on Third Street. Upon detaining her, police noticed she had blood on her shirt and cuts to her right arm. Richards reportedly admitted to punching out the window after an argument with her boyfriend. Police spoke to the boyfriend, who said Richards had broken the window after he locked her out.

Newport Man Cited After Failing to Restrain Pitt Bull

Daniel L. Harlin, 20, of 4 Carey Street Apt. 1 in Newport, was cited around 10:20 a.m. Tuesday on a charge of failing to restrain or license his animal, and for failure to provide proper proof of rabies vaccination.

Animal Control Officer Julie Sweeney said she was parked at Morton Park when she observed Harlin take his fawn pitt pull into the park unleashed. When she attempted to tell him he needed to put it on a leash, Sweeney said he refused to acknowledge her, then said he'd be done in five minutes. When she told him again that he'd be cited for violating city ordinance if he didn't put the dog back in the car or get a leash, Sweeney said Harlin began to raise his voice and behave belligerently, insisting that he comes to the park all the time to let his dog go to the bathroom and that he'd be done in five minutes.

When he finally put his dog in the car, Sweeney said she asked him for ID, but he refused to provide it, then removed his wallet aggressively and flashed it in front of her face quickly. Sweeney again told Harlin he'd be cited, at which point he got more angry, then drove away at a high speed, headed south on Coggeshall Avenue.

Sweeney said she proceeded to his address and rang the door bell, but received no answer. A police officer arrived to assist, at which point they say Harlin came to the rear of the house and told them to give him a ticket. Polie say Harlin refused to give the name or other information about his dog, and that he also refused to find the rabies certificate. The dog was also not licensed with the city. Harlin was issued a municipal court date of August 23.

Woman Reports Belligerent Roommate

Christina I. Gutierrez, 22, of 21 Almy Street in Newport, was arrested at approximately 5:15 a.m. Wednesday on an assault charge.

Police said Gutierrez's roommate reported that she was intoxicated and acting unusually crazy, and that she called the police before Gutierrez hurt anyone.

Police arrived on the scene and spoke with Gutierrez, who was asleep in her bedroom. Gutierrez told police that she had been assaulted by a 21-year-old Jamestown woman who was in the home and that she wanted her to leave. As the woman began to leave, police say Gutierrez grabbed her by the arm and shoved her in the front door frame.

Man Arrested After Attempted Confrontation

Matthew J. Wunsch, 21, of 404 Thames Street Apt. 1 in Newport, was arrested at approximately 1:15 a.m. Wednesday on a disorderly conduct charge.

Police said they were monitoring pedestrian traffic on Thames Street near Green street after the bars had closed when they observed Wunsch chase another man east on Green Street. The man told police that he was leaving the Newport Blues Club when Wunsch approached him and attempted to fight. The man said he walked avoid to avoid confrontation, but that Wunsch persisted until he ran away.

After talking to the man, police say he walked away toward Pelham Street. That's when Wunsch suddenly came running up behind him with his hands raised and fits clenched, police said. Officers say they approached Wunsch and put him in an arm bar to detain him. A woman approached and attempted to free him, but police say they kept her back. Wunsch was issued a district court date of August 4.

Portsmouth Man Turns Himself In

Alexander J. Baker, 19, of 15 Pulaski Street Apt. A in West Warwick, was arrested around 10 a.m. Tuesday on an arrest and affadavit warrant from Portsmouth police.

Police said they were dispatched to the front lobby of the police station about 9:50 a.m. for a report that Baker was surrendering himself for the warrant, which regarded a domestic simple assault case in Portsmouth.
