Chang, Petersen Among Donors To Kuiler's Fairfax City Council Campaign
Susan Hartley Kuiler raised $4,465 for her Fairfax City Council campaign and reported $2,016.93 in cash through Aug. 31.

FAIRFAX CITY, VA — Fairfax City Council candidate Susan Hartley Kuiler raised $4,465 through Aug. 31 for her current council campaign, including contributions from fellow candidate Steve Chang and former Virginia state Sen. Chap Petersen, according to campaign finance reports filed with the Virginia Department of Elections.
Kuiler's latest report showed $2,205 in contributions from July 24 through Aug. 31, nearly matching the $2,260 her current committee raised during its previous reporting periods. The campaign spent $2,110.77 during the latest period and ended August with $2,016.93 in cash and no debt.
The latest contributions included $500 from Chang4Fairfax, the campaign committee of fellow City Council candidate Steve Chang. Petersen, an attorney and former state senator who represented Fairfax City in the Virginia General Assembly, contributed $300, bringing his total contributions to Kuiler's current campaign to $800.

Chang, Petersen Among Contributors
Kuiler established Susan Hartley Kuiler For Fairfax City Council this spring as an independent candidate in the November election.
The committee reported its first $2,000 in contributions between April 30 and June 30. Chang personally contributed $1,000, while Richard O. Dickson, who listed his occupation as commercial real estate, and Petersen each contributed $500.

The campaign added $260 from four contributions of $100 or less between July 1 and July 23.
During the July 24-Aug. 31 period, Chang's campaign committee contributed another $500. In addition to Petersen's $300 contribution, Sarah Brown, David Fogg, Johnson Edosomwan, Valerie Morgan and Dean Storm each contributed $200. Six contributions of $100 or less totaled another $405.
Altogether, Kuiler's current City Council committee reported $4,465 in contributions through Aug. 31. Chang and his campaign accounted for a combined $1,500 of that amount, while Petersen contributed $800.
Earlier Committee Closed Before Council Campaign
Kuiler also had a separate campaign committee active earlier in 2026.
Citizens for Susan Kuiler, which was registered for the mayor's race, reported $4,818.71 in contributions during the first quarter. Both contributions — $1,000 on March 5 and $3,818.71 on March 11 — came from Kuiler herself.

That committee began the year with $1,281.29 and $6,000 in outstanding loans. Its final report shows the $6,000 in loans were repaid, along with a $100 late filing fee to the City of Fairfax. The committee closed with no cash and no outstanding debt.
Counting activity in both committees, Kuiler reported $9,283.71 in contributions during 2026 through Aug. 31, of which $4,818.71 came from Kuiler herself through the former mayoral committee and $4,465 was raised through her current City Council committee.
Campaign Spends On Signs, Advertising
Kuiler's City Council committee spent $2,448.07 through Aug. 31.
Its largest reported expense was $1,275 to Corporate Gifts and Incentives for yard signs. The campaign also paid $346.67 to S and J Printing for campaign handouts and grips, $223 for yard signs, $200 for website management and $66 for voter lists.

Kuiler's campaign also paid $250 to The Independent News Press for a newspaper advertisement. The Fairfax-based publication's CEO and majority owner is fellow City Council candidate Steve Chang.
The campaign reported no loans or unpaid debts and had $2,016.93 available at the end of August.
