North Hill Affordable Units Leasing In Hybla Valley
The affordable units at the new North Hill development are being leased while townhouses are being sold.

HYBLA VALLEY, VA — As completion of the North Hill development nears in Hybla Valley, affordable apartments are being leased.
Leasing is underway for the Residences at North Hill, a combination of affordable multifamily and senior apartment units. The community includes 216 affordable multifamily units and 63 affordable senior independent living units. The units will be spread across five four-story buildings, one of which will be for only senior units.
Leasing is being done by Pennrose, which owns and operates the Residences at North Hill. According to Pennrose, units are available to households making 30, 50 and 60 percent of the area median income.

For example, the income for one person in a one-bedroom unit would be up to $29,910 for 30 percent of the area median income, $40,050 to $49,850 for 50 percent of the area median income, and $48,060 to $59,820 for 60 percent of the area median.
For two people in a two-bedroom unit, income must be up to $34,170 for 30 percent of the area median income, $48,030 to $56,950 for 50 percent of the area median income and $57,630 to $68,340 for 60 percent of the median area income.

The community offers one-bedroom, two-bedroom, and three-bedroom apartments with community amenities like a community room, fitness center, landscaped grounds and on-site management. Prices range from $1,355 to $1,602 for a one bedroom, $1,601 to $1,921 for a two bedroom, and $1,850 to $2,220 for a three bedroom.
Along with the affordable apartment community, North Hill will have 175 market-rate townhouses, a 12-acre park and public plaza. Townhouses have been advertised for sale on the real estate market. The park is expected to have trails, a pavilion, pickleball courts, a half basketball court, playground and fitness areas, an open lawn area, picnic tables and benches.
North Hill was developed on a vacant 35-acre site at Richmond Highway and Dart Drive. will also be near one of Fairfax County's planned Bus Rapid Transit stations at Lockheed Boulevard and Richmond Highway. Planning had been decades in the making after the Fairfax County Redevelopment and Housing Authority purchased the land. The land on the north side of Dart Drive is home to the new North Hill development, and the south side of Dart Drive hosts the Woodley Hills Estates mobile home community.
A groundbreaking for North Hill was held in 2020. The project timeline calls for completion in fall 2022.
